The term "Engineer" means anything in technical circles. The fact remains that there were documents put forward by Malsch in 1885 in support of his application for the post of Government Works. Had circumstances permitted, it would have been possible to hold the appointment open until Mr. Carpenter was available to fill it; the arrangement might have been a good one.
